Binotto is clear that the FIA can, citing safety reasons, change the technical rules, “but not through a directive. A directive is used to clarify rules or methods of control, not to modify the rules. To modify them, there is a process that must be followed. »

At this rate, the design of a Balance of Performance –BoP– adapted to each car, as in the World Endurance Championship, GTs or Touring Cars could result. Even if it would be an outcome that no one wants or desires and that will against the very essence of Formula 1: don't worry about making a superior car, then BoP is performance.
