No, "Fakes" is not based on true events, the Netflix writers made up the story. This is reported, among others, by “NetflixLife”. The disclaimer at the start of the series that "some of this actually happens [ist]but legally, we've thought of everything," so don't take it too seriously.
"The Explanation" is probably only there to increase curiosity and tension and to increase the topic of conversation - after all, it also worked with "The X Files - The FBI's Uncanny Cases" in the 90s.
